The theoretical framework for this journal is based on mediating process which is the variable that describes the relationship between the dependent variable (Impact on e-procurement system) and the independent variables (System specification), which is including X, Y and Z. The system specification as X, implementation management as Y and impact on E-procurement system as Z. Thus, the causal in this framework is System Specification and the effect is Impact on e-procurement system while implementation management is mediating process.

 

The theoretical framework for challenges e-procurement of government implementation is based on the model that drawn by Croom and Brandon-Jones (2007).

 

The theoretical framework shows that government has to understand the challenges in system specification such as software integration, data management, legal and administration policy and IT infrastructure and implementation management such as roll-out strategy, outsourcing contract and IT skills. Based on these challenges, government can plan for appropriate strategies to gain the impacts of e-procurement system particularly the changes to total acquisition costs, changes to organisational characteristics and changes to governance structure.
